Scotland’s housing needs its own performance review

How do you measure the success of a nation? You could look at its GDP, of course, or count its number of Eurovision wins. In Scotland, we have National Outcomes, though you could be forgiven for being unaware of them. Part of the National Performance Framework, these outcomes — a collection of national goals measured by social, environmental and non-conventional economic indicators — “describe the kind of Scotland we want to see”. They provide a compass for policy-making and gauge national wellbeing. A performance review, if you like, except I’m not sure how many of us monitor the progress that closely other than through the lens of our own observations.
